Is there a town in Ohio or Pannsylvania in which there is no elecricity?

There is no electricity, transport( only transport is horse ),no electronic and print media. No government official is permitted to enter there. Supreme court of America, in 1978 gave them constitutional rights. their schools are consisted of 1 room and education is up to class 8. if someone knows please answer.
