No, they are not public record. There is no way to find out without their permission.

Some politicians release their tax returns. Other than that, it is illegal to give out information from tax returns.

Celebrities incomes are on the internet. Bill Gates, Oprah, Donald Trump, etc.
The rest of us have incomes you wouldn’t care to read about!
