The first one is verb ing which is used as gerund which is correct because increasing is correct because increasing is used as gerund which creates noun it can be confusing know but study grammar religiously if you have further questions consult an english teacher google or.

I’m just taking a jab at this..soo don’t laugh at me. But is it because the first statement means the transparency is already at a high level and it’s just increasing it more?
and the second statement means there is little/none transparency and you’re trying to increase the amount.

An end rather than purpose of increasing that is increasing is key for the verb increase if you were to an end rather than purpose in itself.
